Part of the reason why Parks and Recreation is such a great show is that it's relatable, and it feels almost like real life. Just with funnier, more attractive, slightly better versions of the people that you know. And just as Leslie Knope reminds you of a friend you wish you had, Jamm is your real life enemy. No, he's not blowing up buildings or taking over Metropolis, but all of his little attempts to undermine the Parks gang are made so much infuriating because they smack of the shenanigans your most hated office co-worker is pulling all the time. He's not out and out evil, but there's something that really gets under your skin about a bureaucrat who is sneaky and underhanded while at the same time being shockingly incompetent.
