The character of Damien Darhk was one teased at several points throughout the second half of Season 3, and then it was made common knowledge that the rogue will be the ‘big bad’ of this new season.

With that said, it did seem maybe a little too soon to introduce audiences to Darhk merely 7 minutes into the show’s return, particularly when he then proceeds to make no qualms about who he is and what he intends to do.
Sure, there were some nice lines in there about how the city needs to die in order for new things to sprout and grow, and Neal McDonough’s Damien Darhk was certainly established as an eerie and menacing figure, but it did seem just a tad early too introduce the villain right off the bat.
