8. Bulls-Eye

Bull-eye, aka Leapo the clown, is often described as Green Arrow's answer to The Joker €“ by far the best villain to have been introduced to the big screen from DC. It's time for Arrow to try a Leapo faith (I couldn't help myself). Before Merlyn, who we've already seen play a huge part in Arrow, Bulls-eye was Green Arrows arch-enemy. He's a great firearms man and is able to work past Arrow's weaponry. Obviously, this presents a huge challenge to Oliver as he has to resort to techniques he's not used to. We love to see our heroes overcome the hardest challenges and I'm not sure there's a bigger one than Bulls-eye. The show could easily introduce the character in the same fashion that they have done with numerous other comic book villains, including Brother Blood, The Clock King and Deadshot. A similar approach to introduce Leapo would be fantastic and he'd fit in with the show perfectly. Bulls-eye could easily become one of the big villains in season three and would present Oliver Queen with a huge test throughout the season. In the comics, Bulls-eye is also behind the training of many more Green Arrow villains, and this means that it could be turned into a fantastic long term story.
