Hawkman and Hawkgirl have long been treated as a single unit in both the DC comics and the adaptations. They have the same powers, and were introduced to DC comics in the same story. In fact, the backstory between the pair has always been that they were a pair of lovers, destined to be reunited in every incarnation. And while the level to which the characters have been involved with each other has shifted between various incarnations, there is almost always some connection between the two. However, while Hawkgirl is already confirmed for spin-off series Legends of Tomorrow, it's uncertain how far the CW will take the inclusion of these characters. For the character to succeed, Hawkgirl needs to be able to, ah, spread her wings and develop on her own. But that doesn't mean that Hawkman can't put in an appearance in the Arrow while his female counterpart is off saving the world in Legends.
