Thatd be Neal Adams. Could this be a nod to comic book legend Neal Adams? Seeing as Arrow loves to make nods to the funny books, this could well be the case. Adams is most famous for his work on Batman, but he also did some fantastic work on the Green Lantern/Green Arrow title of the early 70s. That runs likely best known for the reveal that Green Arrows sidekick, Roy Harper, was injecting heroin.
