Maybe Ive just got too used to seeing a horrific portrayal of Laurel Lance that its impossible to see anything she does as anything but awful. Adding to that list of horrible Laurel moments was her calling out Oliver Queen here. You could possibly say that the Emerald Archers viewpoint has been emotionally skewed a little due to the injuries to Felicity Smoak, but the stuff that Laurel came out with was all nonsense as she chastised him for his actions. Luckily for Oliver, he wasnt afraid to pull out the big guns as he responded by gently reminding Laurel that it wasnt all that long ago that she dug up her dead sister, reanimated her via a Lazarus Pit, and then they had to deal with a feral, savage version of Sara Lance until Constantine popped in to save the day. Following up on this, Ollie makes it clear to Laurel, and to Diggle for that matter, that if they have a problem with what he does then they know where the door is. This is clearly an Oliver Queen who has run out of f*cks to give.
