10. Laurel Lance (Black Siren)

The safest character on Arrow right now is Laurel Lance's morally questionable Earth-2 doppelgänger, Black Siren. While that may seem like a bold statement, given that anything could happen in Season 7, the creative team wouldn't dare risk killing off another Laurel after the backlash they received the last time.

The decision to kill the original Laurel incited outrage from comic book fans (because you don't kill the Black Canary on a Green Arrow show) as well as fans of actress Katie Cassidy. In fact, the ratings fell so low the following season that the showrunners finally decided to bring Cassidy back as Earth-2 Laurel - so don't expect her to be leaving anytime soon.

Moreover, from a storyline standpoint, Black Siren is as safe as houses. As surrogate father Quentin died to save her life last season, she will be on a quest to honour him in Season 7, and will likely do so by redeeming herself. The groundwork of her redemption was already laid in the previous couple of episodes, and now she will look to take that further by living up to both Quentin and Earth-1 Laurel's legacy — something that she would not achieve through death.
