One of the keys to Arrow's success is that it fits in with the rest of the CW lineup like Vampire Diaries and Heart of Dixie. While this means a reliance on soap opera elements that don't exactly seem to gel with the Green Arrow mythos, it does succeed in bringing in the networks all-important key demographics. For Gotham on Fox, this means fitting in more with crime procedurals like Bones and the Following. A show about a young Jim Gordon in Gotham City would fit in perfectly with these shows, while offering something a bit different in the use of supervillians. Victor Zsasz could give the Following's Joe Carrol a run for his money in the prolific serial killer department.
