10. The Tramps (HalloVeen)

Over the years, and as will be explored in the further entries of this list, the Halloween Heist gave just about every member of the squad a chance to shine. There were, of course, exceptions. Only two of the main group failed to ever win the heist, namely Norm Scully, and Charles Boyle.

No one would have expected Scully to ever be victorious, but it feels that Charles was cheated as he absolutely deserved a win. Instead, he was typically used as a pawn by the likes of Jake, Holt, and Amy, though one year he had enough.

The reveal of the team he formed was wonderful, and couldn’t have been any more Charles if they’d have tried. After seeing Jake, Holt, and Amy dominate the heist over the years, Boyle recruited two more perennial losers in Terry and Rosa, to make a trio that colourfully dubbed themselves 'The Tramps'.

While it wasn’t to be for this fun threesome, it was wonderful to see Boyle stand up and take charge rather than sit back and be bossed around for a change. He ultimately should have won it all at least once, but at least WhatCulture will celebrate his contributions to the heists of the 99th precinct.
