10. Carter Hall

After a relatively lukewarm introduction in the Legends of Today/Legends of Yesterday crossover between The Flash and Arrow, it seemed that Carter Hall's position on the Legends team was going to go a long way towards fleshing the character out and giving him a personality beyond simply existing only to wake Kendra up to her true past.

Instead, Carter was dead by the time the credits rolled on the second episode, leaving Kendra without her support system and not many feeling as if the show was losing something in Carter, whose charisma-less personality was far from missed. The initial Carter/Kendra dynamic was so devoid of charm as to make it easy not to thoroughly invest in the lovers' plight across time right off the bat, and even though some of the former Prince Khufu's reincarnations past and future appeared throughout the season, the fact remains that Carter himself - the reincarnation that fans first met and should've been most invested in - ended up being an unfortunate wash.
