8. Hitchcock and Scully

Being placed together in this list seems fitting for Hitchcock and Scully. As they are a double act without question. They can operate quite well individually, but the humour they possess is always at its peak when they are working off of the other.

However, they rank at the bottom of the list because compared to the rest of the characters, they lack nuance and complexity. Although they are funny parts who have some great moments in the show, they act purely as a punchline to a joke, or someone to laugh at that has very little agency in episode narrative.

There have been times where they are more relevant to the structure of the show, but overall it's clear what their position is. Many would even debate as to whether they should even be included in the lead category. Whilst being fun and charming in a unique way, Hitchcock and Scully are not developed enough to overtake any other members of the Nine-Nine.
