5. Frank Reynolds

The patriarch of the Reynolds family, and the gang itself, Frank is brought to life wonderfully by the talented and ever enjoyable Danny Devito. At this point in his career, Devito can do no wrong, his film legacy is extensive, and he is willing to do anything for the show.

It is public knowledge now that had Devito not joined at the beginning of the second season; we wouldn't have seen any more of the gang, as the show's debut was disappointing critically and financially. Thankfully the debut of Frank Reynolds brought some much-needed star power to the series which saved the show from cancellation.

Despite all of this, Frank still sits at the bottom of this list. Primarily down to his simplicity, and lack of development. Frank is hilarious in his debauchery, never has a character seemed quite so happy to live in filth and poverty in a sitcom, and his consistent political and social ignorance makes him fascinating to watch.

However, throughout the show's fourteen seasons, Frank has remained virtually the same, we have seen him become more dramatic and goofy, but his lack of development holds him back when compared to the others.

There have been moments of development in Frank, most notably his acceptance of Mac in the culmination of season thirteen's beautiful "Mac Finds His Pride". But his lack of change throughout the show's lengthy run places him at the bottom of this list.
