14. Jadis

Jadis was the strange leader of the Scavengers, a group of survivors that lived in a junkyard. She was a cold boss who focused on her own people's survival and was not afraid to betray others to get her way. Jadis kept her group alive for several years in the junkyard by collecting a vast amount of weapons and staying hidden when possible.

However, the reason Jadis is bottom on this list is because she had few occasions to flex her power as a true villain. She was either allying with other groups or hiding in her junk pile. Jadis once threw Rick into a pit with an armored zombie, however this was more to test his strength than out of cruelty.

Her intentions were to always benefit her people and keep them safe, however she eventually failed and was betrayed by the Saviors. She then quickly turned to the good guys and was the one who saved Rick the last time fans saw him.

Her legacy as a villain in The Walking Dead has been quickly dashed by her redemption and saving of the fan favourite character which has placed her at the bottom of this list.
