9. Thaddeus Ross
With the inclusion of Wyatt Russell as John Walker in the series, there's little doubt that we'll be seeing his comic origins be adapted. In a nutshell, after Steve Rogers once gave up the mantle of Captain America, Sam and Bucky were passed over to pick it up in favor of Walker, whose turn as the star-spangled hero proved problematic, leading the character to give up the role and eventually become U.S. Agent instead.
As such, it only makes sense that - with the government certainly wanting to voice its opinion about Sam being the new Cap - Thaddeus Ross serve as the face of the conflict. After a long absence following his debut in The Incredible Hulk, Ross returned as the Secretary of State in Captain America: Civil War to spearhead the Sokovia Accords, something that helped fracture the Avengers ahead of Infinity War and Endgame.
An appearance by Ross in the series would go a long way towards clarifying what he's been up to during and since the Decimation, what the current situation is with the Accords, and what his thoughts are regarding a new Captain America. After all, it was Ross who dusted off Project Rebirth, the super-soldier program that created Cap, and created the Abomination, so it wouldn't be a surprise to learn that he's spent time trying to right that mistake for use on someone like Walker.
