8. Varys
Like Littlefinger, Varys is one of the few characters in Westeros who is acutely aware of how to play the Great Game to his own benefit. And it's precisely because he isn't really seeking the personal improvements that almost every other player is looking for in some way that Varys is most likely to win in the end.
He's a grand manipulator - a little more elegant and probably even more cold than Littlefinger - with unrivalled intelligence and dangerous wit that defends him far better than any sword come. And his greatest trick seems to be convincing everyone that he is no threat (though some have suspicions about him), which means he's the ultimate wildcard and the most likely to be able to manipulate things without detection.
Dany and Tyrion are remarkably lucky to have him in their service, though you still get the sense that it's them who are working for him in the end.
