Victor Zsasz's entrance on Gotham was strongly realized. Built up as a fearsome enforcer of Falcone's will by the show's script, the character gained even more of a presence from the casting of Anthony Carrigan, who looked like a deranged baby dressed in his father's suit. However, the character's effectiveness isn't just due to his freaky appearance. Carrigan's performance was suitably unhinged, almost to the extent where you could buy him clearing out the entire Gotham police department. Perhaps the best thing about the character was that he was used sparingly. He made a strong, brief appearance, but didn't wear out his welcome like many characters on this list.
