28. Jim Gordon

Though Gotham has spent many seasons building towards Bruce Wayne becoming Batman, the main character of the show has always been Jim Gordon.

The future commissioner has been the moral compass of the city, standing strong in the face of it's biggest villains and crime bosses. This season he will be up against the biggest threat he has ever faced. As the city descends into ruin he is the one who must lead the remaining forces of good in liberating the city. With so much stacked against him, is there any hope for Jim to make it through this nearly impossible task?

The answer is a resounding yes. Gordon's relationship with Bruce is, outside of Alfred, the key factor in defining the Batman that Bruce will become. His sense of morality will be the driving force behind Bruce's evolution and without him leading the way, the show just won't be the same.
