21. The President Already Has Him
Much of the first episode centres on the search for Joshua Masterson, including an appeal from Claire to his mother to turn her son in, and a rather public manhunt for him led by the FBI.

However, while the FBI - and the rest of the U.S. - is focused on a location in Virginia, Frank is up to something different. Heading to a more secure location, he visits Masterson in some sort of private cell. He had him all along, and is allowing the manhunt to go on regardless.
