8. Deathstroke

Over the course of Arrow's first two seasons, we bore witness to Slade Wilson's devolution from close ally of Oliver Queen to one of his most bitter enemies. It's hard to deny that the mercenary known as Deathstroke was - and remains - one of the Arrowverse's best villains to date, and since the end of the show's fifth season, which featured the character's long-awaited return, Slade has been on a journey of redemption now that the madness Mirakuru had instilled in him has finally worn off.
Last we saw of him, Slade parted ways with Oliver to search for a son he never knew he had, Grant Wilson, who the Legends encountered in a possible future back in season one, having taken up the Deathstroke name and destroyed Star City. Though Grant could play into how and why Slade could join the Legends - for instance, someone like Damien Darhk could pluck him from the timeline to assist in evildoing - Slade could be brought in for any number of reasons, so long as his ongoing redemption is at the heart of his arc.
Nearly every major villain from the Arrowverse has shown up in some capacity on Legends, including Darhk, Malcolm Merlyn, Ra's al Ghul, Reverse-Flash, and Zoom (as the Black Flash), but Slade hasn't, and him joining the team would provide a unique twist. Having the team come to accept and trust a former villain among their ranks far more dangerous than Captain Cold and Heat Wave ever were would be intriguing and there'd be particular drama to be mined from the Sara/Slade dynamic.
