12. Admiral Fukuyama And The Vermilion
When season 2 began, it looked like a major mystery was going to revolve around the identity of Division 3's boss Admiral Fukuyama - he with the basket on his head - and his curious robot assistants, the Vermilion - androgynous androids recognisable by their 1970s facial hair and haircuts.
In the end, though, the idea that Fukuyama was a secondary big bad for the season came to nothing, as one of the year's weaker installments - Chapter 15 - revealed that he was just some guy. The following episode briefly touched on his origins as an unwitting mutant experimented on by Division 3 and turned into a living, breathing CCTV system.
The enigma behind the Vermilion, on the other hand, was left untouched, apart from a strange dream that Amy had hinting that she has a connection to them. All in all, the Vermilion are a quirky alternative to disposable footsoldiers but Fukuyama's storyline could have been better handled.
