9. Detective Scarfe

Finest Moment: Killing Chico.

On first reflection, Detective Scarfe is a harmless, charming supporting figure to Misty Knight. Like in the comics, the pair have a close relationship, he seems a nice guy (if a little cynical) and he even basically expresses himself to be Team Cap when talking with Misty about superhero registration.

So when he turns out to be a rat and kills Chico with his tie, it's a profoundly powerful moment. Some might say it doesn't quite ring true of his characterisation, but a clever rat who covers his true nature is far more preferable to someone you immediately suspect from the start.

And he did eventually get a chance to redeem himself: first refusing to hand the weapons over to Cottonmouth and then turning informant. Still, he deserved to die, but at least he went down swinging for the good guys.
