At one point, when Frank is implicated as the bomber in Lewis' place, we learn that he's suspected of killing 37 people. He retorts with "37 they know about" morbidly.

Given the link to Dirty Harry, the number definitely feels deliberate. It was, after all, the number of people the Zodiac Killer claimed to have killed (though he was only confirmed to have killed 6). It's a smart little nod to the real-life killer's importance in Dirty Harry lore, which was inspired by the case.
