Its being produced by MTV, who have previous in this area having turned 1985s cult movie Teen Wolf into a TV series that no one really wanted, but has defied expectations to carve enough of an audience that its now heading into its 5th season. The series has been created by Jill E. Blotevogel and Jaime Paglia, both of whom have some previous form in TV. The latter worked as a writer and producer on the first season of The Flash, while the former is best known so far for her work producing Harpers Island, a show that could well prove to be an indication of what to expect from Scream. That show featured an area that was once the setting for a series of murders, and when people returned years later they began to die one by one. Blotevogel is in familiar territory here then.
