In what's a very, very very Dixon Hill shot, Star Trek takes a slice of sci-fi film-noir in this shot. In the pouring rain, on an empty street, a building can be seen showing some fort of televised footage. Zoom in though, and the man on screen is none other than Captain Picard himself.

It's difficult to make any major assessments about what's going on here, but the dark colours he's dressed in might hint this is something from before he retired from Starfleet.
