7. Jessie Anderson
Jessie Anderson was doomed from the get-go. A resident of Alexandria when the group arrived in town, she formed a bond with Rick despite the looming shadow of her abusive husband, and was forced to toughen up to the ways of the world in order to protect her kids.
She had a decent character arc, in which she learned how to fight and fend for herself against the walkers and other outside threats, but in season six she was devoured by walkers whilst crying over the death of her youngest son, Sam.
In the end, Jessie seemed to be nothing more than cannon fodder, in place simply to die. Also, her short-lived relationship with Rick was kind of uninspired, and looked like it's only purpose was to push Rick and Michonne together after her death.
Her development was just getting started, and though her demise was hauntingly traumatic, it maybe could have waited a little bit longer.
