The horror of realising everything and everyone he ever knew was dead or gone was a staggering process that the creators nailed, but when he finally started to meet others, they were already adapted to the surroundings. They had a head start.

Fear will give the world a level playing field, with every person coming to terms at the same time. It's a test to see who can get to grips with the new world quickly before it swallows them up.
