After dealing with Martinez in season four's "Dead Weight," The Governor turned his sights on new leader Pete after he refused to raid the camp of another group of survivors.

Stabbed and strangled by The Governor for his perceived weakness as a potential long-term leader, Pete's body was chained and thrown into a nearby lake, where his corpse reanimated and allowed The Governor to visit and watch as the new walker struggled to get to him from beneath the surface.
