19. The Tower

The last episode before the end of the Whisperer War, The Tower is all build-up with minimal payoff, but has enough going on to make it an effective hour.

Having abandoned Alexandria as Beta advances on them with a monster horde, the communities hold-up in an abandoned building and prepare for one last fight.

The episode's best moments come from Daryl and Judith, who team-up on a run and have a stirring heart-to-heart about Michonne. There's also a fantastic confrontation between Negan and a conflicted Lydia. Striking character work aside, though, The Tower is entirely set-up for the final fight, and therefore ends up slightly plodding.
