14. Gavin

One of the only Saviours outside the very top brass (Negan, Simon, Dwight) to get something meaningful to do thus far, Gavin is a representation of the kind of people who work for Negan; a tired, world-weary guy just trying to do his job.

Of course, that's not going to cut it now they're at war, and Gavin's going to be really caught up in the conflict. Like Tobin on the other side, he's a recognisable face who can easily be killed off without a major impact on the story, and serve as a reminder that not everyone on Negan's team is totally bad.
