The last time we saw a garbage truck on The X-Files, a super soldier was being crushed on it. That doesn't seem to be the case here, but the question is, who is the man on the street here who is apparently standing in the rain. What is his connection to Mulder and Scully? There's an ominous tone to this shot, and it wouldn't be surprising if something - or someone - had just been disposed of. Not surprising at all.
