Fans of The X-Files will likely recognize the substance in the vial in this shot. It appears to be the vaccine against the alien virus known as the Black Oil - a virus that, once it infects a human host, controls that person until a physical alien being gestates inside it. Both the Russians and Americans were working on a vaccine against the virus in the show's mythology, and it was a key plot point, as was tissue samples taken during smallpox vaccinations. Either way, someone's getting an injection here. A more devious interpretation would be that the subject here is being injected with the virus itself, but historically on the show, that has happened via the oil creeping in through open orifices, not via injection, so lets assume this is the cure, not the disease.
