The finish of the 1994 Royal Rumble was surprising not so much because of the men that were eventually announced as the winners, but the fact that, for the first and thus far only time in WWE history, there were co-winners of the 30-man battle royal. By announcing both Bret "Hitman" Hart and Lex Luger as the victors in 1994, WWE ventured down a slippery slope with a very controversial ending in which the #1 contender heading into WrestleMania X was unclear. The next year, the 1995 Royal Rumble contained another questionable finish leading many fans to wonder if ambiguous endings would become the new norm. Was a cliffhanger to the yearly January classic going to happen at every Royal Rumble now? Luckily, the company got back to the basics the following year when Shawn Michaels won without any controversy, but for a couple of years in the mid-90s, the WWE's booking of the Royal Rumble's finish left fans very surprised.
