2. Lock It Down

The Wild Card Rule was a disaster from day one.

Vince McMahon's initial announcement allowed for three wrestlers to cross over from Raw or SmackDown on any given night. This was immediately upped to four at Lars Sullivan's insistence, though WWE still contrived to break their own regulation on the very first night. The ensuing months saw hardly a show pass without the promotion bringing more than four performers across the red and blue line, and now, in September, the rule doesn't even exist, with wrestlers seemingly free to come and go as they please

This must be stopped with the 2019 Draft. When performers are picked by Raw or SmackDown, they must stay there and there alone, as a complete lockdown is the only thing that can fix this mess.

A mid-year Superstar Shakeup in which a limited (5-10) wrestlers are traded between Raw and SmackDown would help prevent staleness from creeping in without sacrificing core roster composition. Regardless, the chopping and changing needs to come to an end. It has become far too difficult to keep track of who belongs to what show.
