Raw, SmackDown Live and NXT were stacked with star power at the time of his departure from the company in late 2016, which is why he floundered for many months before he left. Despite the Brand Split being brought back (and that greatly benefited him in 2011), it was apparent he was never going to be focused on as a main event player again.

Fast forward two years and he would be way worse off then he was in 2016 given how much both brands have grown since we last saw him. He isn't needed (let alone wanted) in the world title picture on either Raw or SmackDown at the moment, and the midcard scenes have enough talent they aren't already utilizing.

This is why WWE usually holds off on calling up stars from NXT until the time is right and they have something meaningful for them to do. If Del Rio were to return to WWE at any point in the near future, it is virtually guaranteed he would be back in the same spot he was at before: the bottom of the card.
