When Rhodes made his timeless reemergence at 'Mania 38, he did so with the intention that he wanted the WWE title. It has long been Cody's rationale for the gradually-increasing high-risk rate in which he wrestles; he wants the title that his father, Dusty Rhodes, never accomplished.

He doesn't want nor need the Universal title. Nobody does, truthfully.
