9. Actually Determine That Wins And Losses Matter

In order to achieve this with Cesaro, WWE probably need to sort out whether or not wins and losses actually matter in the promotion. The 'Power 25' still exists on the official website, but few fans really pay attention to it. There's a simple reason for that, one that feeds back to Cesaro. Simply put, when he wins, it doesn't seem to matter, and the same goes for when he loses. Cesaro has largely been in the same spot for years now, without much progression. Way back at WrestleMania XXX, it seemed WWE were finally ready to pull the trigger on his push. Winning the 'Andre The Giant Memorial Battle Royal' should have helped the Swiss, but it was almost instantly forgotten. The same could be said of his forgettable association with Paul Heyman. The key point here is that even if Cesaro does go on a winning streak, those wins have to be treated as important. Without any weight to victories, they remain pretty much meaningless. In effect, defeating guys lower down on the card won't mean quite as much as big wins over those in an elevated position. That's something WWE need to address, because it's plaguing Cesaro.
