10 Worst WWE Intercontinental Champions Ever

4. Test

Due to having the third shortest IC Title reign ever at 13 days, Test warrants a spot in the top four. He was always a guy that had so much untapped potential due to his size, athletic ability and presence in the ring, but for whatever reason he was never able to live up to it. His IC Title reign started during the crazy period in the fall of 2001 when there were so many titles around along with WCW wrestlers that were a part of the Invasion storyline. Test ended up as a tag team champion with Booker T as he battled Edge for the IC Title on the November5, 2001 edition of Raw. He won thanks to Booker's help. At the Survivor Series PPV, Test defended against Edge, who was the US Champion. They were going to merge the two titles together. Instead of giving Test a long reign as IC Champ, it was Edge that emerged victorious while Test's 13 day IC Title reign was a total waste of time.
