3. Finn Bálor

One of Raw's most popular wrestlers he may be, but Finn Bálor hasn't received a solid main event push since returning from injury last spring. Vince McMahon decreed he "wasn't over enough" for a Royal Rumble title shot, and he was left languishing in a seemingly endless series of lower-midcard bouts against the Miztourage in late-2017, before Bálor Club came together. Now, he's back in the ascendancy, and became this year's iron man by surviving the Rumble for close to 58 minutes.

This should be the catalyst for a strong push, but alas, Finn was defeated by John Cena on Raw, depriving him the opportunity of competing in this year's Elimination Chamber. Without an obvious WrestleMania match on the horizon, chances are he'll now return to the midcard - a shame, but it seems the company just don't see him as a top guy.

Bálor deserves a spotlight push more than most. He was WWE's first Universal Champion, but injury stole his title reign the very next day, and he has never looked like regaining the belt. Throw his excellent performance skills, momentum-building Rumble showing, and popularity into the mix, and you have one of the most pushable wrestlers in the company.
