Conspicuous by his absence in recent months, Sheamus has been sidelined with an injury since mid-November. He was originally set to compete alongside Team Cena in the main event of Survivor Series, but an attack from The Authority put him out of action indefinitely (in storyline). You have to imagine that the big Irishman will have a bone to pick with the villainous faction upon his return, which could very well be in the Royal Rumble this Sunday. Given that he was targeting The Authority prior to his layoff, it'd make sense for Triple H and company to place Sheamus in the No. 1 spot to stack the odds against him. And of course he made a return in last year's Rumble and had a strong showing, so nothing is holding him back from doing the same this year. A former Rumble winner himself, Sheamus has tasted victory before and will do anything it takes to get back to contending for the WWE World Heavyweight Championship, even if it means entering first.
