10. Dolph Ziggler
Never has a star flirted with the main event as often as Dolph Ziggler has without ever actually making a significant dent on the top of the card.
Now we're not knocking Ziggles as a performer, there's a reason the one-time Mr. Money in the Bank has stayed employed in Vinnie Mac's company for closing in on two decades. However, the speed that the star seems to go from WWE or World Heavyweight Championship contender to reliable jobber is rather frightening.
In the last year alone, Ziggler went from challenging old pal Drew McIntyre for his WWE Championship at The Horror Show at Extreme Rules to just about squeezing onto WWE's Monday night flagship via the disastrous Raw Underground in a matter of weeks.
It was the same story after his attempts to pry the WWE title away from Kofi Kingston and Dean Ambrose in 2019 and 2016, respectively, with The Show-Off soon slipping back down the ranks after a brief trip to the top.
Perhaps Ziggler is now doomed to be the perennial bridesmaid from here on out, or maybe the veteran can show the world one last time before he's done...
