Scott Steiner, in the most Scott Steiner fashion imaginable, shared his thoughts on the WWE Hall of Fame during an appearance on Dave Penzer's Sitting Ringside podcast:-

“First off, where in the f*ck is the Hall Of Fame? How can you be in the Hall Of Fame if it doesn’t exist? It exists in Vince’s mind. Do I give a f*ck if I rent space in Vince’s mind? F*ck no, I don’t give a f*ck what he thinks. So I don’t care if I’m in the Hall Of Fame because it’s a f*cking joke because it don’t exist."

The same interview saw 'Big Poppa Pump' call Triple H a "legitimate p*ssy" and a "mark who wants to beat everyone." In 2018 he called Stephanie McMahon a "c*nt" while speaking with WhatCulture's Simon Miller. History is littered with other examples of him tearing into WWE, its hierarchy, and his failed 2002-2004 run there.

To summarise: Scott Steiner isn't going in the WWE Hall of Fame because he is Scott Steiner. If he were wired differently then he'd be a likely candidate for dual nomination, as he's a former WCW World Champion and the Steiner Brothers were a legendary tandem, but alas.
