10. Sonya Deville
Obviously, a women's mid-card championship needs to be introduced for this one to work, provided WWE treated it better than they have the tag team titles. Right now, there is way too wide of a gap between the select few in the main event picture, and those scrabbling underneath for TV time.
Sonya Deville would be an exemplary first champion when she is ready to return (provided she is indeed coming back to WWE, which seems more than likely, given the circumstances). A wrestler with a legit fighting background blended with an intensity unmatched in the women's ranks at the time of her departure, Sonya would be an ideal inaugural secondary champion.
Being the first means she can dictate how the championship is brought in. If she returns as the ass-kicking heel she left as, she can just walk down the ramp, unveil the belt, and declare that she has been anointed by the creator of women's wrestling, Stephanie McMahon. More likely, she comes back to a hero's welcome after a stellar feud with Mandy Rose and rides the wave of support through the inevitable tournament to be crowned champ.
