Why They SHOULD Be In:

Dustin Runnels didn't know what "androgynous" meant when Vince McMahon asked Goldust to play that aspect of the character, but he mastered it - and everything else asked of him - all the same.

Why They AREN'T In:

Possibly due to the fact that he's still active with the opposition - if retired quietly he'd probably go in, but WWE may be wary of his deep AEW role.
