With the recent resurrection (again) of ECW, Rob Van Dam is a logical choice for a surprise Royal Rumble 2016 participant.

Whether he interacts with Dreamer, Rhyno and the Dudleyz remains to be seen, but knowing that the Rumble usually has a few spots each year in which surprise, returning entrants get a few minutes to shine, RVD might get one more moment in the sun.
