8. Shelton Benjamin - WWE/Universal Championship

Shelton Benjamin joined WWE in 2000 and stayed with the company for ten years before he became a part of the independent circuit. 'The Gold Standard' enjoyed success in the mid-card and the tag team division. He won the Intercontinental Championship thrice while Benjamin even held the United States title once. Teaming up with Charlie Haas, the Orangeburg-born wrestler reached the helm of the tag team division twice.

Although the fans billed him as an in-ring technician, the Creative team never pushed him in the main event scene. The former Ring of Honor employee signed a contract with Vince McMahon's firm once again in 2016. The wrestling community expected his second run to be better.

Unfortunately, the writers did not book him as a credible Superstar as they used him to put the upcoming stars over. The chances that Benjamin captures the Universal Championship on RAW are negligible right now - despite being so close, he may never join the Grand Slam club.
