What has almost certainly happened here is that Mantell has caught wind of something relating to WWE's attempts at selling their pay-per-view rights - a plan that Vince McMahon himself confirmed back in February - and gotten confused. Either that or he's trolling. Take your pick.

Mantell's last WWE run came to an end in May 2016. He had entered the promotion as Jack Swagger's manager, Zeb Colter, three years prior, later adding Alberto Del Rio and Cesaro his managerial pool before dropping off television long before the promotion let him go. An 11-month stint with Impact Wrestling came the following year, though Mantell was relieved of his duties as a creative consultant when Don Callis and Scott D'Amore came in as executives that December.

As acknowledged by Vince during last week's Q1 2020 earnings call, WWE's plan to sell their content rights has been held up by the ongoing global health crisis.
