I don't think they're holding too many people back. As mentioned earlier, there are some people like Miz, Ziggler, Sandow, Barrett and others that could be doing more, but they're also doing a phenomenal job of building up The Shield, the Wyatt Family, Big E and The Usos as a tag team that can carry the tag division for the next decade. You can't push everyone at once. What they can do is cut back on the filler segments or the replays. If John Cena's involved in a segment in the first hour you might see it replayed three or four times over the course of a three hour Raw. They would rather focus on the big names even when they're not in the ring. It's understandable why they do it, but when you have a three hour show you should have plenty of time to do midcard stories better than Santino's dancing friend Emma against Fandango's dancing friend Summer Rae. What WWE should do is have more in-ring action, less promos and deeper storylines to improve the midcard.
