Can you imagine if Steve Austin never got pushed to the top of the WWE in 1998? Or if The Rock was stuck in the mid-card in 1999? Of course not! These were two of the most popular superstars in the Attitude Era, and so the WWE jumped at the opportunity to make these men the top stars in the company. Yet, the WWE does not have a perfect track record when it comes to pushing superstars that are extremely popular with fans. Maybe it was a superstar's smaller size. Maybe it was the fact that the company didn't think a certain wrestler would be reliable as the top star. Or maybe it was simply a grudge against a particular wrestler. Whatever the case was, there were certain instances in WWE history where crowds were clamouring for a certain superstar to be the world champ, and it did not come to be. This article will look at 6 Superstars who the WWE never fully pushed, keeping in mind that "popular" can apply to both faces the fans love to cheer, and heels the fans love to boo.
