As long as the McMahons own WWE, they always will be the focal point of Raw and the promotion as a whole. Why not play into that? They love those storylines about who is in charge of WWE, so set it up as Vince vs. HHH, with Vince outranking HHH but unable to fire him. Have there be an annual "evaluation" for HHH each year to make sure he's doing his job or he loses his position and power within the company. Of course, that evaluation would be a match at WrestleMania, which if HHH loses, he's either out of the WWE or removed from his office. The intrigue would be in who Vince chooses as his avatar each year. Does he recruit a Mark Henry type to beat HHH down or a pure wrestler like Daniel Bryan? The cool part about this idea is that it works with HHH as the face or heel Evil Vince trying to get rid of good guy Hunter would work just as well as The Game threatening Vince's very creation. The downside to this option is that it quickly becomes HHH must win for the storyline to continue from 'Mania to 'Mania. Maybe he could lose once, but after that, it loses its impact.
