Having battled Johnny Nitro over the title in the months prior, Jeff Hardy went into December to Dismember as the reigning Intercontinental Champion.

Like his brother, Jeff would have several WWE departures and returns over the years, and the Charismatic Enigma was moved to the Raw brand earlier this year - after Matt and Jeff made an explosive WWE return in 2017 at WrestleMania 33.
